Reckless compassion is compassion that is sincere but not very deep. It is a focus on short term need without consideration of long term consequences.

He was referring to welfare programs that were “knee jerk” reactions to immediate problems that enslaved people for generations. These programs seemed to increase dependency on minimal long term support rather than leading those in need to long term self-sufficiency. In other words, they were a hand out rather than a hand up.
